Dog trying to bite around tail

Hi all,

This board was very helpful with my dog's red skin/with biting. Change in food stopped this.

But now my dog has this terrible itch or bite around the base of her tail. Have seen no fleas. She had this problem last year and the vet couldn't help and found no fleas. Just seemed like it quit bothering her for a while.

She is always trying to reach it and bite or rolls on her back. I think she has dry skin but this seems worse. Could that be the cause?
