The Great Lakes States/iodine deficiency

I grew up in Michigan. The Great Lakes States are Iodine deficient. Why?

Michigan is one of the richest sources of bromine, boring link here, but in 1989 there were 2,949 bromine wells in Michigan:

BTW, I did the patch test today, painted some on my inner arm 6 hours ago. As a comparison, I just painted some next to it. There is at least 10 shades of difference. I painted some on my boob as well, just a bit ago, and that seems to be fading quickly.
