fluoridation might help at first, but by the time kids are 18, out of 128 sides in the mouth where cavities might form, the difference between fluoridated and non-fluoridated is 1(one). and the fluoridated kids' teeth are darker and more brittle(called fluorosis). in areas where the fluoridation in the water varies from area to area, dental hygenists can tell the difference in the kids. good luck getting them to admit it(i used great cunning to get that info!).
