The Federal Bureau of Investigation is not an agency of the United States government. It was not created by Congress. The FBI was created by a United States Attorney General as an investigative office of the Justice Department for the purpose of internal investigations. The FBI has no lawful authority or jurisdiction over State Citizens or within the several States of the union....

The Internal Revenue Service is a fiction that was created by an acting Commissioner of Internal Revenue to implement the graduated income tax as one of the planks of Marx's and Engles' Communist Manifesto.
