From what I have read the rule is to use the MP north facing up to your ears then turn it around.
As for safe, the SOTA MP had its Health Canada license pulled about 1.5 years ago. Someone jokingly said that is because someone will come out with a medical unit to sell in a few months for 30 times the cost.
Well they did, a new magnetic Pulser came on the market for about 5k USD to relieve migrane headaches. The biggest difference is that the unit can only be oriented one way towards the brain and that is south. So this improvement costs you ~$4800...

As for CS, even my distiller does not produce < 1PPM water unless I run it twice or remove the charcoal filter. So I buy the distilled water for CS at a pharmacy for < $2.00 per gallon.

As for moving the leads to the blisters is has been done with mixed results. You may want to add a zapper to your protocol. I really like the results I got from the Ultimate Zapper and now it is available for a 3 month trial.
