Sorry, I am not sure if this is a correct usage of the term. For silver (an anion) to be dissolved in its ionic form requires a cation to be present in the water to balance it. Since a cation would not be available in distilled water, the silver would not likely be ionic. Ionic silver would form in water that had salts in it.

I suspect that it is just a misuse of the word ionic.
