Oxygen cocktails.

I remember when I was 6-7 years old, back in USSR, my grand parents would take me to a hospital where they would have an Oxygen Cocktail.
It looked as a foam and you had to use a spoon to ingest it also it had a sweet taste to it. I herd of nothing similar here in USA. Can anyone recommend a place to get it besides going back to Russia or to make my own.
