Bob, fyi, this may not tell anyone all they need to know as to "who?", "what?", etc, but are some clues to help in that direction. The CDC is managed by the U.S.Army. They are housed in various quarters starting with those one would find if permitted a thorough tour through facilities like Fort Detrick. The name itself is a clue - Center for Disease Control. People in general may be mislead in thinking of disease as something that everybody agrees is generally to be eliminated when possible and minimized when not. Elimination and reduction are definitely among the options for one who sees themselves in control of something, as are other options, like experimenting, playing, manipulating, fostering and exploiting. CDC is and does a lot of different things. Among them, having the wherewithall to encourage and facilitate self-fulfilling prophecy as it concerns their knowledge and advice on "diseases" and subsequent "treatment", "vaccination", etc.
