I wish I had a great answer for you...but only some thoughts that you probably already have had.

Is there a possibility that there are any new stressors other than the salt water change in their lives? Any new cats coming around outside or anything like that (since they do go outside a bit)? Are they picking up on any upcoming changes in their lives? Cats sure love things to not change in their lives.

What might happen if you stop giving them the salt water for awhile?

You say you don't like Feliway or it isn't working. I am using the Feliway plug in diffuser option and it is much easier than the spray bottle option. Just a thought. I didn't like the spray either.

Could you try to confine them for a little while in a room with the litter pan to break the cycle of marking?

What happens if you take the drapes down for awhile to break the cycle? Or will the walls just get hit?

Could you try to give them some extra, extra attention for awhile and see if they settle?

I have to say that I am using EFT for my animals right now for their off behavior and it is working amazingly well. I am also using positive visualizations about how I "see" all my animals acting perfectly without any bad behaviours. Just another thought. The EFT is simple and fast. Here is a link.
