Question about the Ozone layer issue..

Dear Permacultural Forumfolk :-),

This is something I don't understand. Perhaps someone here can clear it up..

OK, so the Ozone layer has a hole in it, and is in danger of disappearing. That is a bad thing, I know. I don't know enough about it that's true, I admit it, and I will learn- no doubt due to several of the good people here :-). But-

Why is it that the health of so many people seems compromised due to a lack of Oxygen in their bodies and their breathing air, and we are (So many of us) having to use Water Ozonators, etc. to improve our health, yet the presence of Ozone in the atmosphere is so high (In someone's opinion) that they are trying to lower our exposure to it:

yet we have this problem which sounds to me like it is resulting from a *lack* of Ozone in the air?

If the blessed Ozone layer is disappearing, then we all ought to be turning our Ozone Generators on for an hour per day and letting them run.

Can someone please tell me what is going on with this dichotomy? Who is wrong here?
