WEll unless he runs a university or a gov't he can't have the "edu" or "gov" TLD endings so your argument makes no sense.
He is also correct as the gov't is in charge of labelling practices and standards so in essense they are to blame (over all) though some companies have done some work in giving consumers very comprehensively labelled products
