this child may have been born with something, but the fact that it is getting worse over time shows that it has an environmental component of some kind. doctors will just say, o goody - patient for life, and put him on drugs for life with no expectation other than he will get worse and need more doctoring, if you can call it that. if i saw a child bobbing their head in front of a TV, the first thing i would do is toss the TV.
