I think you're absolutely right to start by looking at the hormonal issues and see whether you can get your hormonal balance into the normal female range without undue side-efects.
No woman wants to shave her face. It's just too much regarded in our culture as a "male" thing to do. I can well remember how I felt the first time I shaved.
BUT
where a woman has facial hair growth that's driven by a testosterone-dominated (i.e. male-type) hormonal balance, shaving is the option that's likely to be best and cause least grief, because hair-removal methods which work reasonably well when levels of free testosterone are low aren't effective when levels of free testosterone are high. When high levels of testosterone remain and cause facial hair to begin to develop towards a moustache and/or beard, imho the time has come to shave.
