when going on a trip...

Hey I'm going to Japan this summer and my mother said to me earlier "we should check if you need to get vaccinated". On the moment I didn't say anything but I know I certainly don't want to get vaccinated.
Can they actually tell me "you're not going if you don't get vaccinated", or did my mom just say that because she thought I wanted to get vaccinated? Because if I have the choice, I certainly won't get vaccinated, but if that's the only way to go to another country I won't have the choice, I love to travel (but I never went out of north america)...
I mean Im 19 years old I should have the choice
