Homeland Security Act Part 2 took effect Oct. 1st


I've been trying to find a copy of Part 2 of the Homeland Security Act that was supposed to go into effect this October 1. Does anyone know how to/where to pull up a copy to read on the internet? Part 2 is supposed to impact our daily lives--such assupposedly you can no longer open a bank account in a state without proving that you are a resident of that particular state. Also, supposedly any large transfers or deposits of money to your account (like you sell a house) are to be redflagged and the bank has to be satisfied as to the source and what you are going to do with it or the Homeland Security folks can confiscate it.

I would like to be able to read what all is in this Part 2. Does anybody know?
