I don't think Shrub was criminally insane when he took office - just had a case of cellular damge from drug and alcohol abuse and a sever case of dumb-ass. I think, on Sept.11, when they forced him to leave the safety under his desk at Omaha and return to D,C., he cracked. Tweet
