Washing soda is sodium carbonate and can be found with the laundry detergents.

Baking soda is sodium bicarbanate or bicarbonate of soda and is used in baking and also to clean fridges etc as it has a slight abrasiveness and doesn't leave an odour. It can also be used sparingly to polish stained teeth but as it is quite abrasive I would definitely go sparingly - you don't want to remove your enamel with overuse. Use chalk instead.
