I mean -- his testes have stopped producing sperm cells, or are producing only a very small number, so yes, he's pretty impotent right now. (I can't guarantee that they're "completely absent", so I take that back... He could still impregnate you, but the odds are a lot lower.)

It shouldn't be harmful to swallow... I can't say for sure here, but it's not all that different from regular ejaculate. The only major difference is the lack of sperm cells.

If it's any consolation, his sperm production can be returned to normal by eliminating marijuana use. I haven't seen or heard of any cases where the impairment was permanent.
