Without knowing any of the details it sounds like you are being urged to access your emotions and/or spirituality more directly. Swimming in the ocean is like being connected to the 'collective unconscious' and the 'ocean of oneness' where we are all connected.

You should be able to tell if it's relating to your Emotional self or your Spiritual self by the details in your dream and your intuition.

You see...the Boat symbolizes how you 'navigate' your emotions or spiritual self. The boat and you are floating on top of the water - not swimming in these waters - but it seems that your subconscious self or Higher Self is urging you to start swimming in this new atmosphere or your Self!
