Will bowl-in-bowl work?

I can't find the website to refresh my memory but would it work to:
1. Take a stainless steel bowl, place it in plastic bowl and put that all in another stainless steel bowl;
2. Fill inner stainless bowl with (distilled?) water;
3. Connect 6V battery with switch via battery clips with negative on inside bowl, positive on outside bowl (Is that right? Negative inside?) and switch on for one second.

Will this produce negatively chared water without foil? Styrofoam ball on thread will now be forced away from properly charged water? Thanks for any help esp. via email. God bless.
