I agree with you, there was no mention of any figures in chaz's original post, yet suddenly it's 20,000 deaths a year. By the way, is that worldwide? US, EU, UK?
Here in the UK, you can get an assay done of your water by your water company. My old chemistry teacher got one done because she was worried about the lead pipes in the house she'd just moved into. I know in some parts of the UK they don't fouridate the water because its already naturally flouidated enough.


As for flouridated drugs, yes, they tend to be slightly more toxic to the liver. I seem to remember it being something about the P450 enzymes. Must revise that!! But like resurrectionist says, its a matter of doseage. If someone could teach you receptor affinity/binding, you'd understand more clearly.
