re: the SUCCESS story in Vietnam

regarding the reply that vietnam successfully limit the spread of SARS after their initial cases, I guess if one believes 100% of the numbers they reported, they did SUCH a GREAT job since the rest of the world are not, they must have better? health care policies and quarantine measures than the rest of the world.
