Shaving

Ok I am 23 and I have never really had to shave much at all. Within the last 6 months I have noticed my facial hair starting to come in darker and fuller. I really only get it on my Chin, under my mouth, on my lip. I use to use an electric razor and it worked fine, but now I can't see to get rid of that 5:00 shadow under my lip. I switched to the mach3 razor w/ shaving foam and its definatly a lot better but it still apears very dark over my lip. It is smooth to the touch so I know that i'm shaving as close as I can get. Any suggestions.
