1) Yes, the top center of my lip peels aswell. I dont think it has gotten
any better or worse over time, it seems the same from when it started.

2)I experience the same vacuum effect that you are describing. I dont know
if this is normal. I have often thought that this could be causeing the
problem somehow. I have tried relaxing my mouth more and my lips seem to
moisturize themselves more, but inevitably they will still dry out and
peel.

3) It is normal to have saliva glands on the inner part of your lips.
People also have sebaceous glands on their lips that secrete lipid

The problem for me seems to be localized to a certain type of skin(inner half of both top and bottom lip).
