Just by preventing women from getting the virus it will cut down the 20-30% of the US population that has it to about 1-2% in a few generations time.

Frankly, men are, by far, much more sexually promiscuous than females. Stop men from getting the virus and it will cut down 50-95% percent of the world's potential infections, for both males and females.  That is definitely more realistic.

Actually prevention is the best policy.  Teach people to just say NO to promiscuous sex, teach them to wear condoms at all times during sex, teach them that there is more to relationships than just sex, teach them not to mix alcohol and sex... Prevention is the key, it zeros in on the cause... anything else plays hide and seek with the symptoms by covering them up with a vaccine.  A vaccine could very well be the key that says, "Hey it's cool to screw around indiscriminiately because we now have a vaccine..."  I mean, it's indiscriminate sexual promiscuity that has created all these nasty life altering sexual diseases, herpes, AIDS, etc, in the first place.
