Intense itching...

I keep having intense itching around the area where I pee---it has been going on for two months probably now--after I kept scratching and scratching little red bumps appeared on the inside of my legs from the top to my knees--I don't have any on privates just legs--my legs also itch some but not as bad--I find the bumps are not as bad when I get up in the morning--I thought I might be allergic to a soap or something but I can't figure it out--I have never been sexually active so I have no clue at what is going on--everything has passed through my mind and I still don't have a clue--I have gradually been decreasing the number and amount of junk foods I've been eating like no pop, cookies, chips, and such and am gradually working to a solid organic diet--taking one step at a time--however this started before that. It's driving me crazy--I tried Antibiotic ointment on the bumps--they cleared up some but my jeans get them irritated and then some more will pop up as a result--they don't have anything in them--and there is not a ton of them just a few here and there--shaving also irritates them--so I have tried to avoid it on the tops of my legs until I can get this under control--any suggestions or ideas to figure out my problem.
