The fed "Districtized" the entire U.S. What's Your Opinion?


In response to...

"Since the US congress has legislative jurisdiction over two different bailiwicks: 1) territories and possessions of the US; and 2) federal territories , you have to look to the legislative intent of the law from its records to determine to whom the law applies."


I read in the federal register in the mid 90s where the fed "districtized" the entire U.S. It read something like this (to my best recollection):

"and the District of Pasco Florida shall encompass the county of Pasco Florida, and the Distict of Hernando Florida shall encompass the County of Hernando Florida, etc."

This went on and on and included every county in each of the 50 states.

A couple years later, the school busses that read "Pasco County Schools" on the side were changed to "Pasco District Schools"

This action apparently gave the fed statutory "jurisdiction" over the entire land of the continental U.S.

I'm very interested to see the opinion of others.
