It really is important that you visit your Doctor or other health care provider for a professional diagnosis - it is the only way to accurately find out what is causing your symptoms.

Herpes is generally contracted from skin to skin contact with an infected area.  Genital herpes is typically contracted through sexual contact or oral sex.

The symptoms that you described do sometimes occur with herpes but could also be caused by many other conditions (such as ingrown hairs, a sweat rash, laundry detergent allergy, etc).
 
The only way to know for sure is to visit your local health care provider. If you suspect that it may be herpes you should ask for a herpes specific test. 

There are many conditions that produce itching on the genitals which is why proper testing is essential.
