Ann, I saw the same as you did and emailed him on October 29 ,2002.
Below is the response I got from him. I hope this helps you.

Actually either combination will work just fine. Each combination produces a different output frequency within the range Hulda Clark specifies in her book. A 10k resistor combined with a 100pf capacitor will output about 500kHz while a 100k/1000pf combo will give about 5kHz and 100k/100pf gives about 50kHz.

I've been meaning to update the schematics and parts list, but since Hulda Clark says the frequency is not critical and can vary over a wide range, I have been concentrating on other aspects of the site. Nominally a 220k/100pf or 22k/1000pf combination give the same nominal frequency as the original design in her book.

I did buy one of his $10.00 zappers and then made one. They seem to both work.
