High levels of arsenic is usually due to bad groundwater. The smell the flat top stove is giving off is probably a kind of ozone. You can check with Consumer Reports or the EPA, but I seriously doubt that they'd use anything reactive or noxious in a stove! They can get away with it with pans unfortunately, but a stove? Hmmm!
