Black Walnuts in hull

Hi,

I am trying to make Dr. Clark's recipe for the Black-Walnut tincture. In her book she says use Black-Walnut s "in the hull" --- does she mean in the "shell" or is the hull the inner part after the walnut shell has been removed but before you get to the nut meat (just like in a walnut)??
