He means yes but don't forget the mineral balance.

A proper pH AND proper mineral balance are BOTH important and will create an environment where lower life forms (parasites) cannot live. The proper pH and proper mineral balance creates an electromagnetic field contraindicated for the parasite.

At least that's my take on it.
