I know I say this all the time but how much water do you drink? If you aren't drinking enough (suggested half your weight in ounces daily) you may have edema (swelling of ankles and such) or general water retention.
That said, when I get bloated during my period I like to use a slimming belt (from any sport store near the weight typically). It is simply a rubbery back support looking thing (so technical) that helps you retain heat while you exercise (or just do chores) so you sweat out the excess water in that specific area. It works great for me.
