Toilet Training NEED HELP!!!

I have a 5 year old girl with developmental/speech delay who will NOT use the toilet. We have sought help from two psychologists, from Maria Wheeler an expert in toilet training the autistic (for my older daughter) chiropractic, in school help. EVERYTHING. She will scream and yell and panic until she grabs a Pull-Up even when she is desperate to go. She is on a good diet - dairy and wheat free, very organic, low processed, lots of veggies. We are close to insane. We also have a 7 year old with autism who will urinate on the toilet if taken regularly but will only have a BM while standing at the computer.... UGH!
