Z4eX Zapper not outputting 9 volts...

I just bought my first zapper. Being a sensitive person, I was sure I'd feel a small current but felt nothing at all when using it. I decided to buy a voltage meter and test the output. The battery I tested was putting out ~9.4 volts. Once the same battery was installed and I tested the unit on 3 different settings (30 KHz, 2.5KHz, 15Hz) it never put out over 5 volts! It ranged between 4.7-4.9 volts. No wonder I could feel NOTHING. I just purchased the unit brand new directly from the maker, along with a "zappicator." Can anyone explain this to me, and also make a recommendation of a brand that actually puts of the same amount of volts as the batter used?

Interesting, it's advertised as "highest power."
