Question about diabetic leg ulcers

Hello, my father is "pre-diabetic," taking Metformin to control blood sugar, not on insulin. Towards the end of June, he had a small red bump above his ankle on his right leg. We thought it was some kind of bug, perhaps spider bite. His doctor sent him to the wound care place, and he began treatment such as debridement, compression and later on derma grafts. That would is finally after a few months. This morning, he showed me another small red bump on the inside of his other ankle. Looks the same as his last wound. I'm beginning to wonder if his first wound was a diabetic ulcer or some other type diabetic wound. But getting to my question - He had a lot of Sugar yesterday (oatmeal for breakfast, pizza with soda for lunch, followed by a cookie) Is it possible for these types of wounds to just develop overnight from an overload of Sugar in the system?
