How can I fix my lips?

I'm 17 male, and my lips have been bothering me for at least 20 days now. Its primarily the bottom lip, but the upper is slightly affected too. I would peel the skin off of my lip, then eventually it would come back and be hard. Right now I have left it alone for a few days and it feels soft in some spots and harder in others on the bottom lip. It feels like another layer is on top of my lip. This is affecting me a lot Tweet
