Dental: Gums going above teeth

I have a question about my oral health. My gums are gradually going above my teeth. It is due to swelling in my gums and cavities in wisdom teeth.

In such a situation, as per the normal practice, what treatment is suggested? If any surgery is needed, then would it be safe in the long term and what precautions should be taken?
