Boils on Scalp

When I take hot baths, and I like to take one each evening, boils erupt on my scalp.
It's usually just one, kind of like a big pimple, and then I squeeze it for a few days, and then it goes away (sort of) and another one comes up instead. These have clear fluid and they crust over after I squeeze them.
I don't think it is an external, bacterial issue (hot-tub folliculitis), because I swish chlorine bleach around in the tub whenever I get out.
I tried 2% ketoconazole (Ketochem) shampoo and it did nothing.
Clove oil just clogs the pores in my scalp and makes it feel uncomfortable. Tea tree oil would probably do the same.
Is this a detoxification symptom? Is the heat of the water making everything (oil, other liquids) rise up to my head (the only thing outside of the water)?
In my past, I have had cold sores, so I am not sure if this could be connected.
My body tends to retain water, so maybe it is fungal? Then why didn't the ketoconazole work?
I will try Epsom Salt baths next, or hydrogen peroxide. As soon as I stop taking baths and go to showers, these go away. the baths are very therapeutic for me, though, because they help bring up my low core temperature for a while, and help relax me and make me sleep better.
If anyone has any ideas, then please let me know.
