I have no experience tincturing this herb and while I can see somewhat of a whitish film on the inside of your jar, I doubt it is mold BUT do not know enough about biology and chemistry to say with some certainty whether or not a mold can grow in an airtight medium of 100 proof alcohol & plant matter. If this was vinegar in the making, mold is expected but that is a different situation.
FWIW I do know that tincturing herbs the first couple p times does provide some unexpected phenomena. For instance, the first time I tinctured garlic, the liquid developed a turquoise color after a week or so. I automatically assumed something went wrong, which is natural, but turns out this phenom is not unexpected due to the copper content of garlic.
