Foreskin too short / glans not covered / hurts!

I have had phimosis as a kid and my doctor told me that I need to be able to pull the head back in order to clean the penis properly.

So after some gently stretching I finally got my glans to be exposed and I cleaned the smegma off of it.

I do regret doing this as my foreskin has become very loose and short now making the head of my penis rarely covered by my inadequate foreskin. This causes my penis to rub against my underwear constantly and it is beginning to develop an unaesthetic look while also being very painful.

What do I do? I spoke to my doc and he said its normal and some men are born with short foreskins and some men are born with penises that look circumcised without circumcision. He said that the sensitivity will wear down over time and the skin will begin to thicken.
