Without the use of additives and using only distilled water, the electrolysis process will produce Oxygen at the anode(positive electrode) and Hydrogen at the cathode(cathode).

PS. if you're seeing what looks like a stream coming off your anode during processing, this wouldn't likely be Oxygen but more along the lines of a condensed crystal formation as a result of what I'd call a hot-spot or over-loaded(current) anode.
