Here is some more evidence showing Orlando was pre-planned, or someone screwed up, or someone is lying.
True News has did an article with the police report from Orlando where the cop says it was an NSEE event. NSEE stands for National Special Security Event, and these things are pre-planned. Like the state of the union event is one. Or the republican or democratic national conventions are NSEE's too. The Super Bowl can be one. It's an event where Homeland Security declares the event an NSEE, the Secret Service is in charge of it, and the FBI is in charge of hostages and so on, and FEMA is in charge of clean up basically. The National Hiughway administration is also in charge of transportation issues too. And it involves multiple jurisdictions, so they are usually planned months or years ahead of time.

Vero Beach FL - (TRUNEWS) For the first time in history, a terrorist attack was declared a National Special Security Event (NSSE) by the Department of Homeland Security, according to a recently obtained police report.
According to a Orange County Sheriff’s Office Incident Report written by Sergeant David Legvold — who served as the Assistant Team Commander for the Critical Incident Management Team (CIMT) on scene at the June 12th Orlando shooting — the attack was declared a National Special Security Event (NSSE) between 05:00 and 09:30 AM and police officers were ordered not to discuss the details.
“I was informed by Lieutenant Mitch Shaban this incident had been declared a National Special Security Event (NSSE) and should not be discussed outside the law enforcement community, ” Sergeant Legvold wrote in the Incident Report on June 12th at 11:32:39 AM, which was also approved by him on June 14th at 11:32:39 AM.

NSSE procedures were established on May 22, 1998 by President Bill Clinton in a portion of the Presidential Decision Directive 62 (PDD-62), titled “Combating Terrorism”. According to information published on the website of the DHS’s Federal Emergency Management Agency (FEMA), the authority for declaring an NSSE originates with the Secretary of the DHS, Jeh Johnson.
According to the DHS, an NSSE can only be declared when an event of national or international significance is deemed to be a potential target for terrorism or other criminal activity.
In a fact sheet published in 2012 from the U.S. Department of Transportation Federal Highway Administration (DTFHA), NSSE’s include, but are not limited to, presidential inaugurations, presidential nominating conventions, major sports events, and major international meeting.

The DTFHA fact sheet also detailed that Federal planning for an NSSE may begin two to three years prior of the event, and local planning should begin 12 to 18 months in advance.
This implementation mirrors similar planning protocols involved in a full scale military operation, and would include:
The DHS notes that when an NSSE is declared, the U.S. Secret Service is placed in charge of event security, the FBI is placed in charge of intelligence, counter terrorism, hostage rescue, and investigation of incidents of terrorism or other major criminal activities associated with the NSSE, and FEMA in charge of recovery management in the aftermath of terrorist or other major criminal incidents, natural disasters or other catastrophic events.
The DHS specifically notes that the NSSE designation is not a funding mechanism, and that there is no specific federal “pot of money” to be distributed to state and local governments within whose jurisdiction the NSSE takes/took place.
Speaking by phone on July 7th, Sergeant Legvold told TRUNEWS correspondent Edward Szall that he cannot comment on Report 16-53354 or provide information about the NSSE, and referred all questions to Captain Angelo L. Nieves, the Unit Commander for Orange County Sheriff’s Public Information Officer (PIO) Department.
Captain Nieves could not be reached for comment, but Jane Watrel, a former NBC reporter who currently serves as a Public Information Officer and the Social Media Specialist for Orange Country Sheriff’s Office, agreed to process a public records request for TRUNEWS on this matter and other inconsistencies involved in our ongoing investigation.
