Form of chaparral to use for tinctures.

Can anyone tell me what form of the herb, chaparral should be used for making tincture? Pacific Botanicals has wildcrafted dried tops. I had read about the use of leaves for tincturing chaparral. Does anyone know which one is recommended? I am having a really hard time finding out.
