moderating trouble

Hi webmaster;

There seems to be a loop hole as how to be able to spam and / or post at private forums even when banned. Cross-posting at several forums make us local moderators pretty useless in our job. As this thread on VWT iodine;

When I try to hide marketing links, move to debate forum etc, I get the message that I am not authorized. When I click on a single post at this forum I am transferred to a different forum (cross posted) where I am not a moderator.
Now I realized I posted the recipe for them, but anyway need to be fixed. Or else I am afraid that other top forums turn into market / debate place.
