I thought you had answered your own question with that scripture. To have ones heart rightly inclined toward God in my interpretation is the same as living with ones heart surrendered to God. Both of these statements are equally correct and equally vague, left up for the individual to understand to true meaning.
The basis of the Gospel of Christ is to be transformed by Christ into a new creation and then to live in Christ, that means live the Word. If you understand what that means, then you understand what it means to have one's heart rightly inclined toward God. And if you understand that, then you should also understand what I mean when I say that man's freedom (his capacity to make free will choices as an entity separate from God) is his bondage and man surrendered to God (surrender of the wild mind, the human ego and every other part of himself) is free. If you disagree with something that I am saying, I'm happy to listen to your point of view. I am always open to the possibility that my understanding is incorrect but you have to tell me what part of what I am saying seems inaccurate to you and why, otherwise I have no reason to re-think what I stated.
