Simply not true.

Cooking doesn't dissolve oxalates. Boiling vegetables can reduce some of the oxalate content, but it varies quite widely, and the liquid has to be poured off.

As for apple cider vinegar and oxalates, I could not turn up any studies or references to back up that claim.

Perhaps you know of some?
