was able to pull this up from old notes (thanks Newport) for anyone who needs it (buying 20% vinegar is not easy):

"Will yield 250ml of 20%

– 715ml of 7% Heinz Pickling Vinegar into a stainless steel pot with lid
– freeze for 2 hrs
– pour liquid into measuring cup
– use hot water to discard frozen water in pot
– repeat [possibly adjusting time] until liquid measures 250ml."
