Ebola vaccine not being tested against Ebola

The Ebola vaccine is not being tested against Ebola? "the clinical trials are only trying to determine whether the vaccine causes side effects and produces an immune response." So the vaccine is good to go if it doesn't kill you. Who cares if it works or not, they want your money. Looks like it's the next bubble market to me. :-)
