Unfortunately you don't seem to understand the chemistry involved with sodium chlorite...

Over a period of 35+ years sodium chlorite was activated with water. The people using it experienced successes and as long as you didn't get carried away with the amounts used it works fine that way. Jim Humble started out the same way but decided that a higher concentration was more favorable for transport in the jungle. His early work with malaria was done with sodium chlorite and water and he reported around a 70% success doing it that way.

The activation of sodium chlorite (including Miracle-Mineral-Supplement ) involves changing the pH of the solution. With lower concentrations and small amounts used water works fine. When you get to higher concentrations of sodium chlorite (MMS) and start using large amounts you need something a little stronger to drop the pH. This is where the various acids come into play.

Keep in mind that 1 drop of Miracle-Mineral-Supplement in 1 liter of water will be activated by the water because the pH of the sodium chlorite will be lowered and that is what it takes to activate sodium chlorite.
